State Education Department Awards $78 Million To Support 21st Century Community Learning Centers
The State Education Department awarded approximately $78 million in grants to school districts, not-for-profits, institutes of higher education, and other community-focused organizations to expand or establish 21st Century Community Learning Centers (21st CCLC), Commissioner MaryEllen Elia announced today. The funds will support 122 programs and will be used by the districts and organizations to provide supplemental services and enrichments in schools that serve students in most need of additional supports.
“In many of our communities, schools must be more than just a place for learning. They must serve as community centers that provide families and students with much-needed resources and services they wouldn’t otherwise be able to access,” Board of Regents Chancellor Betty A. Rosa said. “The grant money will allow more of our schools, with the help of partner organizations, to establish and grow enrichment activities and services for underserved children. As a result, more of our students and their families will benefit.”
“We know that many of our students need support beyond the hours of the regular school day. We also know that many of them—and their families—need convenient and reliable access to programs and services that go beyond academics,” State Education Commissioner Elia said. “This funding will allow more schools to reach even more of our young people, especially those who would need them the most.”
These centers provide opportunities for academic enrichment, particularly for students attending low-performing schools; offer supplemental services such as youth development programs, after school activities, health and wellness education, and counseling; and help families of students served by the centers become more involved in their children’s education.
New York City public schools and New York City-based not-for-profits were awarded over $4 million, with the rest of the Big 5 (Syracuse, Rochester, Buffalo and Yonkers) receiving approximately $12.9 million for their schools and community groups. The remaining $25.7 million will go to districts and other community organizations in the rest of the State.
The grant is an annual award over a five-year period that begins July 1, 2017, and ends on June 30, 2022, subject to availability of funds from the U.S. Department of Education and satisfactory performance of the grantee in the previous year. Any public or private organization that met the eligibility requirements was able to apply for 21st Century Community Learning Center funding, including school districts, BOCES, charter schools, private schools, nonprofit agencies, city or county government agencies, faith-based organizations, higher education institutions, Indian tribes or tribal organizations, and for-profit corporations.
All awardees had to have an established partnership with a district or school that receives funds under Part A of Title I and a demonstrated record of success in designing and implementing before school, after school, summer learning or expanded learning time activities. Additionally, to be eligible for the grant, at least two thirds of the students to be served must attend schools that are eligible for schoolwide programs under Title I, Section 1114 of the Every Student Succeeds Act, and their families, or schools with at least 40 percent of students who are eligible for free or reduced priced lunch, and their families.
