The New York State Assembly has a webpage which allows anyone to access State laws.

In order to be somewhat efficient at this, it is helpful to know the following:

• Most Education Law is found under "Consolidated Laws" on the web page - this Decoder is for those laws.
• All consolidated Education Law is found in Chapter 16; that is the most basic level.
• When you arrive at that location on the web page, you will find a list which is very hard to decipher because everything apparently has the same value and there is not formatting…
• So - here is the hierarchy of the letter/alphabet maze now facing you:
